The NDP introduced legislation in Manitoba on Thursday that the premier hopes will safeguard against the frivolous use of the notwithstanding clause, a legal measure that's been invoked by Quebec and other governments in recent years to temporarily shield provincial legislation from legal challenges under the Charter of Rights and Freedoms.
